Telecommunication Certification Bodies - TCB Services

A Telecommunication Certification Body (TCB) is an organization with the authority to issue Certifications for compliance with Federal Communications Commission (FCC) and Industry Canada (IC) regulations.

To facilitate mutual acceptance of testing and certification from all regions of the world, the FCC created TCBs. The FCC allows these private entities to issue equipment approvals on behalf of the FCC. This overall simplifies the equipment approval process.

The FCC relies on the use of International Standards for the qualification of TCBs. To qualify, a TCB must be accredited to ISO/IEC 17025. The FCC has clearly stated that a certifying body be impartial as is required by ISO/IEC 17025. The test laboratory is also required to be accredited under ISO/IEC 17025. Test data generated by an accredited test laboratory is submitted to a TCB for certification.

Market Surveillance

A critical element in the TCB process is that of market surveillance. The FCC and IC have actively dedicated resources to enforcement and market surveillance. This is done by periodic random product testing and by investigating allegations of non-compliance. TCBs are also required to conduct surveillance to supplement the efforts of the FCC and IC to maintain continued compliance of previously certified products.
